Mute site icon stays even after unmuting the site

Issue description

Chrome Version:65.0.3324.0 (Official Build)Revision 07b221a26af55a4c3e7e375c629eb8474247f691-refs/heads/master@{#530027} (32/64-bit). 
OS:Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.3), Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to www.youtube.com.
(2)Play any video, right click on tab and click "Mute site" option, observe mute site icon is visible on the RHS of omnibox.
(3)Again, right click on tab and click "Unmute site" option and observe omnibox.

Actual: 1.Mute site icon stays even after unmuting the site.
        2.Page reload infobar does not appear after changing between mute site/ unmute site.

Expected: Page Reload infobar should appear when site is muted/unmuted.

This is a Non-regression issue, seen from M-64 build #64.0.3248.0.

Regarding the icon staying in the omnibox after unmuting, assigning to steimel, since they worked on  crbug.com/776145 . Feel free to reassign if appropriate.

Regarding the page reload infobar, I cannot reproduce any issue, do you mean that if you mute a site that doesn't trigger the reload bar? If so, I think that is working as intended, since the mute/unmute is effective immediately and doesn't need a reload to become effective, but perhaps steimel can also provide more thought on that.

Thanks for taking the time to point these out, however these are actually both WAI. Regarding the page reload infobar, since the mute occurs right away, it was more of a user annoyance than helpful info, so we decided to remove it.

Regarding the icon staying in the omnibox, that icon essentially indicates that sound *has been* blocked on the page. So if you set the site to muted, but the site doesn't attempt to play sound, the icon won't show up in the omnibox. If the site was muted and tries to play, we will show the icon in the omnibox, and if the user then unmutes the site, we leave the icon in the omnibox since sound was at some point blocked. I understand the confusion, but it was a conscious UX decision.
