Non-Regression : Tool tip is seen missing on hovering mouse pointer on downloaded video file in Thumbnail view of Files App

Chrome Version: 64.0.3282.97/10176.53.0 beta-channel  Kip,Daisy & Reks

What steps will reproduce the problem?
(1)Sign in to user ->Now go to above URL -> download any file
(2)Now go to Files App  -> Now  select 'Switch to thumbnail view' option  -> Hover mouse pointer on Downloaded Video file (SampleVideo_1280*........) and observe for Tool tip  and it is difficult to view name of downloaded file in 'Thumbnail view' and need to switch to 'List view' to know the file name
(Please refer Video)

Expected: Tool tip should be seen on hovering mouse pointer on downloaded video file in Thumbnail view
Actual: Instead No Tool tip is seen

This is Non-Regression Issue seen seen from M-62

In grid view (thumbnail mode), the space for file name is limited.
It makes sense to me to use tooltip to show entire file name.

Confirmed in 67.0.3365.0.
I think it makes sense to have a tooltip with full filename, or to have the filename displayed somewhere in the UI.

Agreed that it would be helpful to have a tooltip for the full filename in grid view.
