After the laptop restart, Website content is not displaying for any websites for some time

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Example URL:
After restarting my laptop, I should wait minimum 10 minutes to use the Chrome browser. The same behavior for all the websites.

Steps to reproduce the problem:
1. Please restart the machine or laptop. Mine is DELL latitude laptop
2. After my laptop restart, if I tried to log in to any websites. It keeps on spinning for at least 5 to 10 minutes. Using Firefox or another browser, I can view any websites.
3. 

What is the expected behavior?

What went wrong?
After the restart, I have captured the results. First one, I tried to log in with Chrome but it keeps on spinning. At the same time I have used Firefox to log in to Gmail, it worked a charm.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

Unable to reproduce the issue on Win-7 using chrome reported version #63.0.3239.132 and latest canary #65.0.3324.0.

Following are the steps followed to reproduce the issue.
------------
1. Restarted Win-7 desktop.
2. Navigated to few websites such as yahoo.com, youtube.com, wikipedia.org e.t.c.
3. Observed that all the websites rendered without any issues.

As the issue is reported on Win-7 DELL latitude laptop. Hence, forwarding the issue to inhouse team for further triaging of the issue.

As inhouse team do not have 'Win-7 DELL latitude laptop' with us, routing to MTV team to take a look into this issue.
Could some one from MTV team , please take a look and update the thread accordigly.
