Video is stopped on pop-up when User collapses the browser by clcik on the tab of Windows panel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Open Google Chrome - YouTube(or other website with video resources)
2. Play any video 
3. Collapse the browser staying on the opened YouTube page by click on the tab og Windows panel 
4. Hover on the tab of Windows panel 

What is the expected behavior?
The video is broadcast/showed on the pop-up

What went wrong?
The video is stopped (this concerns picture only, because the sound of video continues)

Able to reproduce this issue on Win-10 using chrome reported version #63.0.3239.132 and latest canary #65.0.3324.0.
This is a non-regression issue as it is observed from M50 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

this is NOT a regression, and as per reporter@, the same behavior is observed on other browsers.

so it is not a bug but a feature request at most.

I'm not sure how the Windows 10 tab strip works; are these images or live previews of the window contents. If they are live previews we could consider this as a future UI enhancement feature, if they are still shots, there's nothing we can do.
If you hover over an icon on the Windows task bar then a postage-stamp version of the window will appear. This is a live preview of the window - you can watch a (really small copy of a) youtube video this way.

However, if the Window is minimized then the postage-stamp is just a snapshot of the last view of the window.

The expectation, I think, is that minimized windows should not devote any resources to rendering. So I would say that this is working as intended. The Chrome window should be restored (unminimized) to watch the video.
