Page texts direction doesn't change on enabling 'Force text direction' flag from 'Right to left'.

Issue description

Chrome Version: 65.0.3323.0 (Official Build) 470d3a6be2f380affa8de3dc0dd1508f3eeba9f7-refs/heads/master@{#529554} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10,12,6, 10.13.1, 10.13.3) and Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, navigate to chrome://flags and enable 'Force text direction' flag from 'Right to left'.
2. Now, Relaunch the chrome, navigate to any page (For Ex: chrome://settings) and observe.

Page texts direction doesn't change.
Page text direction should get change.

This is a non-regression issue, seen from M-60 sereies.
