[Mac] Permission bubble is not visible completely in presentation mode for RTL.

Issue descriptionChrome version : 65.0.3323.0 (Official Build) 470d3a6be2f380affa8de3dc0dd1508f3eeba9f7-refs/heads/master@{#529554} 64 bit OS : Mac(10.12.6, 10.13.1, 10.13.3) Pre condition : Enable ‘#force-ui-direction’ and ‘#mac-rtl’ from chrome://flags page. What steps will reproduce the problem? 1. Launch chrome with above flags enabled and navigate to https://permission.site/ 2. Click on ‘Fullscreen’ button on the page (browser enters into presentation mode) and click on ‘Location’ button. 3. Observe the permission bubble. Actual Result : Permission bubble is not visible completely in presentation mode for RTL. Expected Result : Complete permission bubble should be visible to the user in RTL presentation mode. This is a non-regression issue seen from M-61 series build #61.0.3122.0, as in previous builds RTL flags were not functioning properly. Note : Above issue is not observed on Windows(7,8,8,1,10) & Linux(14.04 LTS) OS.

Update : Verified this issue on Mac(10.12.6, 10.13.1, 10.13.3) OS with latest Canary build #66.0.3335.0 and the issue is fixed. Kindly review an attached screencast. Thank you!
