Affected Version: not sure how to check. I started noticing it a few days ago in the version currently in prod.

What steps will reproduce the problem?
1. Send a CL that needs +1 from multiple OWNERS
2. Get +1 from only one OWNER and not the others

What is the expected output?
CL not in state "Ready to submit".

What do you see instead?
CL shows up as "Ready to submit".
