Modify DCHECK in ExtensionFunction when CheckPermission fails |

Issue descriptionIf an extension function doesn't have permission to execute, it will DCHECK when the function is destructed [1]. Instead, we should modify the DCHECK to account for this case because it is possible that an extension function doesn't have permission to execute and then it is destroyed.
