Unable to trigger powerwash on Chrome sync screen after the OOBE

Issue description

Chrome OS: 10315.0.0, 65.0.3322.0 dev-channel coral astronaut, cave devices

What steps will reproduce the problem?
(1) Perform OOBE, enter username and password on sign-in screens and click Next
(2) After the 'Please wait' screen, reach 'You're signed in!' screen.
(3) Press Ctrl+Alt+Shift+R. 'Reset this Chrome device' window is displayed. 
(4) Click on Powerwash button and then on 'Continue' button on the confirmation dialog

What is the expected result?
Device should be rebooted and powerwashed

What happens instead?
Powerwash is not triggered and device is not rebooted. Confirmation dialog is just dismissed and display remains on the 'Reset this Chrome device' screen.
