What steps will reproduce the problem?
(1) Long press any link (ie. search result, Chrome Home suggestion)
(2) When the context menu appears, click "Download Link"

What is the expected result?
The link will download, a notification will show that says "Downloading..." with a progress bar... etc.

What happens instead?
The download is in pending, both the notification and downloads home say the download is pending.
