private keyboard shortcuts/macros passed to guest user without need of credentials

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10032.86.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.140 Safari/537.36
Platform: 10032.86.0 (Official Build) stable-channel peppy

Steps to reproduce the problem:
1. Long process and steps to reach uncommon settings.

What is the expected behavior?
I will like to be able to create my own keyboard shortcuts and use them as guest without signing as a user.

What went wrong?
have to follow a log process everytime I reboot and use the system as guest.

Did this work before? N/A

i'm not fully following the request. Are you referring to news shortcuts or key remapping from settings. Key remapping does not persist in guest mode.

I want to use the guest account all the time. But i do not want to set
international characters and will like to have some apps available in a
regular basis.

For keyboard layouts, alemate@ was considering to make guest mode's default layout follow the same one selected during OOBE. As for having other things to persist in guest mode such as apps, etc., this is probably not something we will support as guest mode is by design uses an ephemeral profile.
