VR: Investigate tearing down compositor resources while in WebVR presentation.

Issue description

From discussion in  issue 801376  it sounds like there's a bunch more memory we can free while in WebVR presentation. This freeing is normally controlled by Tab visibility, which won't work for WebVR as we need the tab to think it's visible (even though it kind of isn't).

Maybe we can add a new signal to the compositor/tab to free up resources when the page itself isn't rendering anything. Maybe we can tie it to VSync pausing?
