A few flake try jobs are failing due to 'Triggered same task twice' error at the swarming rerun stage, e.g. https://ci.chromium.org/p/chromium/builders/luci.chromium.findit/findit_variable/261

A speculative fix was made in https://codereview.chromium.org/2064033002 which decreased the occurrence in test try jobs, but does not solve the problem entirely.

Consider porting fix for flake try jobs (or ignore the issue as flake try jobs will soon no longer be responsible for triggering swarming tasks)
