linux_layout_tests_slimming_paint_v2 and linux_layout_tests_layout_ng slave shortage

For now the two try bots share 4 slaves which suffered shortage recently. CLs requiring linux_layout_tests_slimming_paint_v2 often fail because no resource available in hours.

Can we add more slaves for them, or allocate dedicated slaves for linux_layout_tests_layout_ng?

This will involve a change here:

Since the layout tests are run on swarming, the buildslave that is used is not very important.

Proposal: add the existing slaves and builders to the optional_builders2 group. (Note: As of right now, that group appears to be mostly idle.) Does that sound OK?

Add linux_layout_tests_* into optional_builders1 group and share slaves

Let linux_layout_tests_(slimming_paint_v2|layout_ng|root_layer_scrolls)
share slave pool with other builders, and also share the build
directories to save disk space. The will increase flexibility of the
slave resource.
