CSS files on Localhost not editable in DEV tools

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. open page at localhost
2. attempt to modify css from local css file

What is the expected behavior?
should be able to modify the css, the css should be on the page ____.css, but is listed as <style>...</style> and is not accessible to modify.

What went wrong?
it's not listing the local css file and instead behaving as though the file cannot be modified

Did this work before? Yes always worked. it worked yesterday.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
