Is this a recent regression?

No. If you look closer, the flickering is caused by the layout being recomputed and redrawn.

This is a result of complex layout constraints which were not achievable by CSS, and JavaScript had to be used.

To fix this, I could reinvestigate a pure CSS solution. However, I don't consider this as a high priority, because this is really only noticeable if you open several Incognito NTPs in a row. They should look the same pixel-for-pixel, so it's easy to notice that for a split second they do not. During normal browsing, however, I think this is not noticeable.

I think this was always the case, but it is now more noticeable after you‘ve fixed the page flashing issue by https://chromium-review.googlesource.com/#/c/chromium/src/+/842646/.
