Content of the Incognito-NTP flickers |

Issue descriptionChrome Version: Chrome Canary 65.0.3323.0 OS: macOS 10.12.6 (but probably OS=All) What steps will reproduce the problem? (1) Open an Incognito Window (2) Open some New Tabs in this Incognito Window (3) Take a look at the text/content during the New Tab opens What is the expected result? No flicker of the content, especially of the bullet points. What happens instead? The content, especially the bullet points, flickers. Please use labels and text to provide additional information. A screencast is attached.

No. If you look closer, the flickering is caused by the layout being recomputed and redrawn. This is a result of complex layout constraints which were not achievable by CSS, and JavaScript had to be used. To fix this, I could reinvestigate a pure CSS solution. However, I don't consider this as a high priority, because this is really only noticeable if you open several Incognito NTPs in a row. They should look the same pixel-for-pixel, so it's easy to notice that for a split second they do not. During normal browsing, however, I think this is not noticeable.

I think this was always the case, but it is now more noticeable after you‘ve fixed the page flashing issue by https://chromium-review.googlesource.com/#/c/chromium/src/+/842646/.
