Steps to reproduce the problem:
1. open dev tools
2. add files to workspace
3. open a js file and set a breakpoint
4. open file in an external editor
5. make some change and write file

What is the expected behavior?
breakpoints remain

What went wrong?
breakpoints disappear

I've not had breakpoints disappear in any previous versions. I think this is new to 'workspaces 2.0'.

Overall, workspaces 2.0 is great, but I hate that my breakpoints disappear when I edit the file externally.
