Check security requirements before returning from OnMakeCredentialComplete

Introduce the assert-counterpart of CheckPublicKeySecurityRequirements in CredentialsContainer::OnMakeCredentialComplete().

Status: WontFix (was: Available)

We won't need these once we move these checks to the browser altogether (Issue 827542).
