Count # of PeerConnections that execute under CSP

The discussions on the relationship between CSP and PeerConnection need information about what the impact of various options would be.

One step in order to get more data is to count the number of created PeerConnections where the execution context shows that a CSP has been set.

Count # of PeerConnections created with an active CSP

This is data gathering for deciding whether or not it's a breaking
change to default PeerConnection usage to "not available if csp is active".
