Regression:Weird movement of ChromeVox reader focus is seen while hitting Enter to enable/disable On-Screen Keyboard

Issue description

Chrome Version:65.0.3322.0/10315.0.0 dev channel Kip,Daisy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build, in OOBE/Accessibility >>enable ChromeVox(spoken feedback)
(2)In Ubertray >>by tabbing get orange focus on Accessibility settings->On-Screen Keyboard
(3)Now hit Enter and Observe the weird movement of orange focus(please refer video)

Actual: Weird movement in ChromeVox reader focus is seen while hitting Enter to enable/disable On-Screen Keyboard
Expected:No such movements should be seen

This is a Regression issue as same is working fine in 63.0.3239.140/10032.86.0 stable channel Daisy

Note: Issue is not seen in Linux,Windows OS

Able to reproduce the issue on latest M-69. Requesting someone from Accessibility team to look into this issue.

Are you seeing this with the new system settings UI in or the legacy one? I'm not able to see this with the new UI.
