Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36
Steps to reproduce the problem:
1. open a tab by win = window.open('')
2. write some stream to it by win.document.write('foobar')
3. can't save or zoom the opened page
What is the expected behavior?
should save or zoom the page
What went wrong?
may be UI logic
Did this work before? No
Chrome version: 63.0.3239.132 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 28.0 r0

xieranmaya@ Thanks for the issue. Able to reproduce this issue on Windows 10, Mac OS 10.12.6 and Ubuntu 14.04 using the latest Canary 65.0.3324.0 and Stable 63.0.3239.132 by following the steps mentioned in the original comment. On opening the given html file and clicking on 'Click Me and Zoom the Tab opened'button, a new page is opened and on that page, not able to perform any actions like zoom-in/out, save etc. Attached is the screen shot for reference. This is a non-regression issue as it is observed from M50 Chrome builds. Hence, marking it as Untriaged for updates from dev team. Thanks...
