Currently some unit tests that do not use Blink have (indirect) dependencies on Blink.

For example, extensions_unittests does not depend on Blink,
But it calls content::TestBlinkWebUnitTestSupport::TestBlinkWebUnitTestSupport
internally and hence it indirectly depends on Blink.

This type of dependencies should be cleared.
