a11y Sheets: column and row names not announced or incorrect with JAWS and NVDA

Project Member Reported by leberly@chromium.org, Jan 17 2018

Issue description

Google Chrome 65.0.3322.3 (Official Build) canary (64-bit) (cohort: Clang-64)
Windows 10 Enterprise Version 1607 Build 14393.2007
NVDA 2017.4
JAWS 2018.1801.18 Private Beta
Firefox ESR 52.5.3 (64-bit)

# Launch JAWS
# Open Sheets with end-user account
# Open blank Sheet
# Navigate the edit region around cells
Expected: cell address read
Actual:
For blank cells, nothing is read
For cells with content, the column name and then the entire row up to that point is read. For example, make a sheet with row one, Column A - apple in Column A, row 1 column B - pear, and row 1 Column C - pineapple.
If the focus is on row 1 column C, it says the following:
Column C
applepearpineapple

# Close JAWS, open NVDA, use same example sheet
# Put focus on row 1 column C
Column name and Row number not read at all
NVDA says the following even though the cell is not blank:
blank
pineapple selected
apple unselected
Working...

# Compare to Firefox ESR with JAWS:
selected
pineapple
Column 3

This bug is fixed, with both JAWS and NVDA the column letter and row numbers are read each time you move to a new cell. Also, just the contents of the cells are read, not entire rows like last time.

The column letter and row numbers are read both with braille support enabled and if it is unchecked.

There are still other problems with screen readers not always speaking, or saying things that are incorrect such as "combo box, table" after copying a cell. Therefore I'll mark this as verified and open other bugs for the other behavior.
