scroll anchoring doesn't work on slate.com

Chrome Version: 64.0.3282.79

What steps will reproduce the problem?
(1) Go to https://slate.com/briefing/2018/01/slates-new-cms.html
(2) Scroll down
(3) Reload the page

As it reloads, scrolling jumps all over the place.
