[Chromad] Feature Request: Add tooling to make it easier to import server certificates and deploy them via policy

Issue description

Description:  Having to export a certificate and then remove characters, and reformat so that it can be used to create a JSON formatted file  just so these certificates can be deployed to users is much more complicated than traditional methods.  

Every customer is going to have to go through this step. The experience should be better, with less risk for formatting mistakes, and a import feature so that no manual formatting is required. 

Motivation: Making it easier to deploy server and authority certificates improves the experience of the user, and ensures connections to these servers are secure. 

Existing workarounds:
Manually create, format, and validate data.

Do we expect customers to push network (e.g. Wifi) configs through AD-served policy too?
If yes, the tool should be a ONC configurator, similar to CPanel's ONC features.

Assigning to +dkalin@ as he is working on the Export functionality for the various policy controls.
At the very least we could make ADMX fields multi-line which contain JSON. That would eliminate the most annoying steps and make this stuff readable.
