[Select-to-speak] Scrolling a long page while reading a lot of text can result in focus ring being in the wrong place and text being skipped

Issue description

For example, pick a nytimes.com article:
Select a big swath of the article, starting at the heading. Use search+S to start reading. Scroll the page around. It turns out that regions can be skipped if you scroll down long before you get to them. Also the focus ring sometimes gets pretty lost.

Status: WontFix (was: Available)
I think this got fixed when we started tracking StaticText instead of InlineTextBox.
Components: UI>Accessibility>SelectToSpeak
Moving from just having STS label to also having the UI>Accessibility>SelectToSpeak component to make searching easier in the future.
