Tester accounts cannot access chrome extension

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Visit direct URL to chrome extension (while logged into Chrome with an approved tester email)
2. See a 404 error page

What is the expected behavior?
I expect to see the page to download the chrome extension.

What went wrong?
Hello. I am the developer that created the 4degrees-for-chrome extension. None of my 7 approved testers are able to access the chrome extension I published. They all see a 404 error page. It has been more than 24 hours since I added testers to the approved testers list.

Able to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest canary 65.0.3322.0 using Mac 10.13.1, Windows 10 and Ubuntu 14.04. As the issue is seen from M50(50.0.2661.0) considering it as non-regression and marking it as Untriaged.

Requesting some one from Platform>Extensions team to have a look into this.

Looks like a Chrome Web store issue. Assigning to James who can further look into this.
Thanks. Update: 5 of the 7 testers can access the link. The original 2 testers that were added to the list before the other 5 are still seeing 404 errors.
