Have a link to easily blame changes

Add a direct link from the list of CLs for a build to easily blame via the annotator.  Could be included as a build link, or via a SoM form of pop-up for each build.

This is probably a bit harder than Issue 802340. But this would improve the effectiveness of the exonerator, by improving annotation speed and quality.

I think SoM should be able to take the CQ Sync stage output/list of CLs from CIDB and generate a list as part of the alert extension, and then modify the UI to pop-open a list of possible links.
