A11Y: Live Region not speaking in JAWS 2018

JAWS: 2018
NVDA: 2017.4

Steps to repro:
# With JAWS running, visit http://ncamftp.wgbh.org/sp/tests/simpleLiveRegion/simpleLiveRegionDemo.html
# Press the "Add One and Display" button multiple times
# Notice that text is added, but JAWS does not speak it
# Try the same with NVDA
# Notice that NVDA speaks the added text
# Try JAWS in Firefox
# Notice that JAWS speaks the added text

Expected: JAWS should read added text in Chrome

Actual: JAWS does not read added text.

@dsexton I tested this and it looks like its a regression in JAWS between 18 and 2018. I have filed the issue on the JAWS public bug tracker https://github.com/FreedomScientific/VFO-standards-support/issues/40 and will file an internal bug to get it fixed.

The following was reported in VFO's public bug tracker: https://github.com/FreedomScientific/VFO-standards-support/issues/40 

Therefore, I am resolving this bug to the closed state of WontFix. 

Please feel free to reopen this bug should more assistance from the Chrome team be needed.
