Chome window will not resize when moved to LG 4K monitor

Issue description

Version: 63.0.3239.132 
OS: Windows 8.1 Pro
Architecture: x64

What steps will reproduce the problem?
1. Configure PC with multiple monitors, 1 of which is 4K UHD
2. Open Chrome browser window on any monitor
3. Drag bottom corner a few pixels to resize
4. Drag Chrome browser window to non-4K display
5. Drag bottom corner a few pixels to resize
6. Move Chrome browser window to 4K display
7. Drag bottom corner a few pixels to resize

What is the expected output?
Chrome browser window will resize by dragging bottom right corner with mouse regardless of which monitor it is on or which monitor it was dragged from.

What do you see instead?
When Chrome is moved to 4K monitor, mouse pointer changes to resize, but window does not resize in step 7.  Resize works correctly in all other steps.

* All Chrome extensions disabled
* Video card - NVIDIA GeForce GTX 1060 6GB (also tried GTX 960)
* LG 32 LED 4K UHD monitor with drivers updated as of Jan 16, 2018
* When window is opened on 4K monitor, resize works (step 3), but when moved to another monitor and back, it no longer will resize using bottom edge, right edge or bottom right corner.
* Window will resize if dragged by top, left or bottom left corner.  Once this is done, window zooms in a bit and bottom, right and bottom right corner drag all work again.

The problem appears to be related to 4K zoom (if that is what it is called).  Attached image shows:
1 - original window on non-4K
2 - same window resized to be a few pixels shorter to show no zoom and resize works
3 - same window moved to 4K to show no zoom yet and it won't resize correctly 
4 - same window on 4K resized a few pixels taller by dragging the top edge which shows that content is zoomed in and window can now be resized normally again using bottom or right edges or bottom right corner.

Forgot to mention, no other browsers or other applications appear to be affected.
This is not a V8 issue
Project: chromium
Moved issue v8:7318 to now be issue chromium:802334.
Something else that might help troubleshooting - when hovering over a link, the URL displays a few inches under the window instead of at the bottom of it.  Also right-clicking a link opens the context-sensitive menu down and to the right instead of at the mouse location.
