a11y: Images are focusable on Set your profile picture screen

Issue description

Chromebook, Chrome Chrome 64.0.3282.16
Screen Reader: ChromeVOX

Steps to reproduce the issue:
1. Login to Chromebook from OOBE with Chrome 64.0.3282.16
2. Goto Set Your Profile Picture page. 
3. Navigate on the page using tab/screen reader keys (control+search+arrow keys).

Expected result:
Images on the page should not be focusable.

Actual result:
Images on the page are focusable and screen reader is just reading as "Image" and "chrome colon slash slash theme slash image".

GAR Failed: 1.3. Is focus always set correctly?

Why aren't images expected to be keyboard-focusable?
keyboard focus is needed not only for ChromeVox, but probably for people who find keyboard navigation easier.

We probably cannot do better with voice image description though.
IIRC the problem is that the images are actually buttons allowing the user to select the profile picture. The buttons should be focusable, but the image within the button shouldn't.

Just checked in 72 and this is fixed, thanks whoever did it! :)
