What steps will reproduce the problem?
1. Launch chrome, open NTP and observe the ‘Apps’ shortcut on a bookmark bar.

Actual Result : Spacing issue is observed on bookmarks bar for ‘Apps’ shortcut. (i.e little extra space is seen between favicon icon and shortcut name)

Expected Result : Spacing between ‘Apps’ shortcut name and favicon icon should be proper.

This is a regression issue broken in ‘M-65’ and using the per-revision bisect providing the bisect results,
Good Build : 65.0.3319.0 (Revision : 528845)
Bad Build : 65.0.3320.0 (Revision : 529150)

You are probably looking for a change made after 529065 (known good), but no later than 529066 (first known bad).

Note : This issue is not observed on Mac(10.12.6, 10.13.1, 10.13.3) OS.
