Updates Tricium config.

- Removes the tricium-prod config to not be connected to two instances at the same time.
- Update the tricium-dev config to use functions.

This task can include luci-py and luci-go as well as the main infra repo.

The main infra.git repo is now set up with a service config, project config, and gerrit plugin config;
tricium analyzer runs are now visible for CLs there, e.g. https://chromium-review.googlesource.com/c/infra/infra/+/956485

Already done for luci-py and luci-go:

Still left to do here:

 - Add tricium plugin config for luci-py; https://crrev.com/c/969299

luci-py and luci-go have both had project configs updated. Just confirmed in luci-py that tricium-prod does indeed run (https://chromium-review.googlesource.com/c/infra/luci/luci-py/+/1060563), I expect it should be the same for luci-go.
