Non-Regression: Able to zip the zipped file in Files app

Chrome Version:  65.0.3322.0/10312.0.0 dev channel Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign-in to user>> Open Files App
(2)Add any folder>> Right click and Zip the file
(3)Right click on the zipped file and observe

Expected: Zipped file should not be zippable. Zip selection option should be disabled.
Actual: Instead, able to zip the zipped file

This is Non-Regression issue seen from M-62

Note: 1.Issue is seen on M-63 and M-64 also
      2. Issue is not seen on Windows and Linux

When only one ZIP file is selected, it makes sense to me to hide the "Zip selection" option on menu.
Weifang, do you agree?

I think is case is a bit unusual, but I don't think there is a downside to allowing a user to zip an already zipped file. ex. A user could choose to select 2 zip files and zip them together. Updating this to WontFix unless there are strong objections.
