Wherever CaptureCallback::Capture() is called now, the callers are converting the delay from base::TimeDelta to milliseconds to pass to it.

And each CaptureCallback implementation internally converts the delay back to base::TimeDelta.

So we are loosing delay precision without gaining anything.
