Blinking favicon on tab "chrome://discards"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3322.3 Safari/537.36

Unable to reproduce the issue on Win-7 and Win-10 using latest canary #65.0.3323.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened more than 20 tabs and opened different websites.
2. Opened chrome://discards tab.
3. Observed that none of the favicon blinked at chrome://discards.

reporter@ - Could you please provide a sample url (favicon) where the issue was observed. This will help us in further triaging of the issue.

401 http code means unauthorized.
So it probably reproduced if:
1) you authorized on some site, remove cookie and after it open discards tab.
2) open and authorized under one profile, switch to another profile and open discards tab.

Unable to navigate to  https://cloud.sbis.ru/cloud.html as we are seeing This site cant be reached with DNS_PROBE_FINISHED_NXDOMAIN error. Hence tried with 15-20 other tabs and unable to reproduce this issue.

@Reporter: Please check the issue on latest canary with freshly created profile which do not have any extensions/apps. This would help in further investigation of the issue
