Regression: I beam pointer is not seen in text field for www.foersom.com

Issue description

Version: 65.0.3322.3 (Official Build)Revision 8758ca55b13d4f2082b2ed9269fce8f37f37c577-refs/branch-heads/3322@{#6}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.3)

What steps will reproduce the problem?
1. Launch chrome,navigate to above URL and click on any Text Field,observe
 
Actual: I beam pointer is not seen in text field
Expected: I beam pointer should be seen in text field

This is regression issue, broken in ‘M 65’ and below is the bisect info :
Good build: 65.0.3303.0  (Revision: 526141).
Bad build: 65.0.3304.0 (Revision: 526164).

You are probably looking for a change made after 526153 (known good), but no later than 526154 (first known bad).

We did a bunch of fixes for oopif-events for M65. Those should fix this issue too.

riajiang@ tested this, and confirmed that this is not fixed.

I suspect this is somehow related to guest-views still being different [1], where we do not do the async targeting anymore. However, the sync targeting should continue to be the same as before, so there should not be a regression. Handing off to kenrb@, since I am not very familiar with guest-views etc. (also, my workstation is hosed for the moment form a botched upgrade)

wjmaclean@ uploaded a CL yesterday that should fix this when it lands. It has to do with RWHVGuest not being hooked up to the new cursor system properly.
