Regression:'Always allow sound...' text appears misaligned in manage sound permission bubble.

Issue description

Chrome Version: 65.0.3322.3 (Official Build) 8758ca55b13d4f2082b2ed9269fce8f37f37c577-refs/branch-heads/3322@{#6} 32/64-bit 
OS: Windows(7,8,8.1,10),Mac(10.12.6, 10.13.1, 10.13.3),Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://flags and change 'Force UI direction' to 'Right-to-Left' and enable RTL flag.
(2)Navigate to http://www.quirksmode.org/html5/tests/video.html , Click 'view site info' button > site settings > sound > select block.
(3)Switch to previous tab, click on play button of video such that sound block icon appears in omnibox.
(4)Click on sound icon and observe the text in bubble.

Actual:'Always allow sound...' text appears misaligned in manage sound permission bubble.

Expected: 'Always allow sound..' text should appear properly in manage sound permission bubble.

This is a regression issue broken in 'M65' and below is the manual bisect info
Good Build: 65.0.3286.0 (Revision:521957)
Bad Build:  65.0.3287.0 (Revision:522296)

You are probably looking for a change made after 522118 (known good), but no later than 522119 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

See the rationale in  issue 800288  comment 2 - it is not a bug that this looks strange with RTL layout but LTR script (which isn't a configuration that can happen unless the user explicitly enables it).
