Clipboard events propagates through V1 shadow root boundary with "composed=false"

This is orthogonal to on-going discussion at
https://github.com/w3c/clipboard-apis/issues/61 and  bug 802009 .

POC:

Expected: If copy event's composed flag is false,
you will never see event handler invoked.

Actual: even though copy event's composed flag is false,
the event is dispatched to shadow host, when the originating
target is within UA shadow root.
