Wrong start-up pages a being loaded upon start-up

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: 1. Define different Start-up pages in the settings (3 in my case) 2. Close Chrome 3. Start Chrome What is the expected behavior? Chrome should display the 3 defines start-up page sin three tabs What went wrong? Instead, it shows only two of them, however one of them is dublicated. So indeed there are three tabs open, but only two different pages Did this work before? Yes not sure. Chrome version: 63.0.3239.132 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Only seeing this behaviour on this computer so far. My desktop PC back home seems to work properly

Unable to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest canary 65.0.3322.3 using windows 10 with the below mentioned steps. 1. Defined different Start-up pages in the chrome settings (Used three) 2. Closed Chrome 3. Started Chrome After launching chrome we are able to see the three saved startup pages with out any issue. Attaching the screen cast of the same. @Reporter: Could you please check the screen cast and let us know if we have missed any steps while reproducing the issue. Thanks!
