HW inconsistency between Inputview and A11y

Issue description

version 65.0.3299.0 (offical build) dev (64 bit)
Platform 10311.0.0（official build) dev-channel link 
Firmware Google_Link.2695.1.169


REPRO STEPS:
1.Switch to any A11y keyboard
2.Open HW layout
3.Hide VK, then re-open VK again
  
Actual result: 
VK goes back to Main layout automatically

Note:
This issue not repro for Inputview keyboard
