Emoji always display in the first suggest word when tap english words with emoji symbol

Issue description

Chrome OS Version: Version 65.0.3322.0 dev 32-bit
Chrome OS Platform: 10311.0.0 Official build dev-channel kevin
Google_kevin.8785.220.0

Steps:
1.Switch to Floating keyboard in English layout
2.Tap any English word with emoji ,eg. check , love etc.

Actual:
Emoji will always display in the first suggest word

Note:
This issue also repro in Normal keyboard

Since the CL is a binary file not source code, to merge the request, I need merge the previous binary. such as: b1 -> b2 -> b3-> b4. I can't just file cl make change like b1-> b4. I have to create cl 1: b1->b2, cl 2: b2->b3, cl3: b3->b4.

Do I need to apply approve for every cl?
