Since the CL is a binary file not source code, to merge the request, I need merge the previous binary. such as: b1 -> b2 -> b3-> b4. I can't just file cl make change like b1-> b4. I have to create cl 1: b1->b2, cl 2: b2->b3, cl3: b3->b4. Do I need to apply approve for every cl?
