Accessibility: Unlabeled buttons in Language Settings

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: 1. Launch Chrome. I used Google Chrome Version 65.0.3322.0 Canary as well as Google Chrome Version 63.0.3239.132 stable. 2. Open Settings. 3. click Advanced to expand advanced settings. 4. Navigate to the language settings. What is the expected behavior? Under the language name (English in my case) and under Spell Check language (English, United States in my case) there are two buttons for selecting language, they should be labeled for screen readers. What went wrong? Both JAWS and NVDA report those buttons as unlabeled. Did this work before? No Chrome version: 65.0.3322.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:

Seems fixed in 67.0.3361.2 Canary. Could anybody else confirm please?
