[Enguarde] Peer to Peer call jitters after 10-15 seconds |

Issue descriptionChrome Version: 10176.41.0 / 64.0.3282.79 [Enguarde] OS: chrome [not reproducible in Blaze and Stout devices which was tested in parallel ] What steps will reproduce the problem? 0. Browse to https://webrtc.github.io/samples/src/content/peerconnection/pc1/ 1. Open the javascript console (alt+cmd+j or ctr+shift+j) and watch for any errors 2. Press Start 3. Press Call 4. Verify that you see the same video in the local preview (left pane) and remote video (right pane) 5. Verify that you don't see any errors in the javascript console What is the expected result? Video and audio quality is good. No jitter or freeze should be available in the video. What happens instead? Video Jitter or freezes for a second or two. If freezing is not observed hang up the call and restart the call again. After approx 10-15 seconds a jitter/freeze is happening. If not reproducible, refresh the page again and try again. 100% reproducible both with wifi and wired network. TIPS: Do some action before the camera to observe the jitter/freeze.

This is reproducible in Chrome box Zako. 0. Browse to https://appr.tc/ on two machines. 1. Open the javascript console (alt+cmd+j or ctr+shift+j) and watch for any errors 2. Listen for audio disruptions and watch for video stutter Other machine I used is a corporate macbook pro with stable M-63. If not re-producible end the call in macbook and rejoin the call. The Video of Macbook shown in Zako is glittering. It is reproducible quite frequently. Jittering is continuous but whenever end the call we can observe the jitter. Camera used in Zako is Logitech HD Webcam C310 and the Camera used with Macbook pro is Apple monitor Facetime HD camera.

Sounds like a device issue, perhaps not powerful enough for the default resolution in apprtc?
