Regression: Two right click context menu gets overlapped on bookmark page.

Issue descriptionChrome Version: 65.0.3322.0 Revision 4522efba74e35026b0f62cb1c97d793a92a0d5da-refs/heads/master@{#529187}(32/64 bit) OS: Windows(7,8,10),Linux(14.04LTS) What steps will reproduce the problem? (1) Launch chrome, Navigate to chrome://bookmarks page. (2) Right click on bookmark page and then press Ctrl+F10 to open right click context menu using keyboard shortcut. (3) Observe context menu. Actual: Two right click context menu gets overlapped on page. Expected: Context menu should not get overlap. This is regression issue, broken in ‘M 65’ and below is manual bisect info : Good build: 65.0.3318.0 (Revision: 528542). Bad build: 65.0.3319.0 (Revision: 528844). Using the per-revision bisect providing the bisect results You are probably looking for a change made after 528559(known good), but no later than 528560(first known bad).
