Need canary buildbot having default goma option |

Issue descriptionhttp://go/cit-pm-68 If some canary buildbots do compile without GOMA_USE_LOCAL=false, the regression should be detected. To prevent future regression like this, we need to have canary client buildbot with small difference in usage on engineer's machine.
