System pop up menu from task bar will be hidden by floating keyboard

Chrome OS Version: Version 65.0.3320.0 dev 32-bit
Chrome OS Platform: 10308.0.0 Official build dev-channel kevin
Google_kevin.8785.220.0

Steps:
1.Switch to Floating keyboard
2.Drag it up , and system task bar displayed
3.Tap right-corner of screen some system icon 

Actual:
Pop up system menu will be hidden by floating keyboard 
please refers to attached vedio

Note:
When tap input tool opt-menu , floating keyboard will disappear

Still repro when change to floating window in M-66 , 10445 clapper ;

I think notifications is below the keyboard is WAI, because
1. After a bug fix, the floating keyboard is smaller than that in the video, and the user can move it not to occlude the notifications.
2. Inline reply in notifications requires virtual keyboard is usable while inline reply (not being covered by the notification window).

Let me close the bug as WAI. Please reopen it if you have different opinion.
