Issue description

looks like there was an improvement, and then it returned to normal.  still doing a bisect just in case, since it's a big change.

Fascinating the V2 sandbox indeed seems to have dramatically improved buffering time. Hopefully that improvement returns when we re-land: unfortunately it caused many other regressions and stability problems that I am addressing.
