Floating keyboard for CJK or T13n layout can not be dragged when switch from normal keyboard

Chrome OS Version: Version 65.0.3320.0 dev 32-bit
Chrome OS Platform: 10308.0.0 Official build dev-channel kevin
Google_kevin.8785.220.0

Steps:
1.Switch to CJK or T13n layout
2.Dag keyboard

Actual:
It can not be dragged,

Note:
For Chinese , switch to Full/compact layout ,it will be ok 
For T13n or ko , Ja layout, need to switch to another layout then switch back ,it will be ok
