Floating keyboard abnormal.

Platform 10308（official build) dev-channel link 
Firmware Google_Link.2695.1.169


REPRO STEPS:
1.Switch to any input tool
2.Open Menu list, select Floating Keyboard
3.Rotate screen
  
Actual result: 
2.1 Floating window pops up, but seems abnormal.
3.1 Floating window cannot display completely.

Check in 65.0.3322.0 kevin 10314 version;
Only xkb floating window display normally,
For cjk and t13n keyboard, if switch from Normally keyboard to Floating keyboard,
this issue still repro

But xkb floating keyboard switch to Cjk or T13n floating keyboard, it display normally

For CJK & T13n keyboard, when switch to floating keyboard, its layout still not changed, but when after tapping voice input ,or tap emoji or hw icon ,it will change to its size;
